อุบลราชธานี เขต 4 พบว่า ค่าดัชนีลําดับความสําคัญของความต้องการจําเป็น โดยรวมมีค่า
เท่ากับ .09 เมื่อพิจารณาเป็นรายด้าน เรียงตามลําดับความสําคัญจากสูงไปหาต่ํา ดังนี้ ด้าน
หลักความโปร่งใส ด้านหลักความมีส่วนร่วม ด้านหลักความรับผิดชอบ ด้านหลักนิติธรรม ด้าน

หลักคุณธรรม และด้านหลักความคุ้มค่า

Abstract
This study aimed to study the state of actual and expected performance and

administrational needs according to Good Governance Principles of school
administrators in Mueang Sumrong-Khampom School cluster under the jurisdiction
of the Office of Primary Education in Ubon Ratchathani Region 4. The sample

consisted of 84 teachers. The research tool was a 5-scale rating questionnaire of
Likert’s type on of 42 items on actual performance, and 42 items on expected
performance according to Good Governance Principles, with the reliability of 0.95 and
0.96 respectively. The statistics used in this study included frequency, percentage,

mean, standard division, and Modified Priority Needs Index: PNIModified.
The findings were as follows:
1. The actual administrational performance according to Good Governance
Principles of administrators in Mueang Sumrong-Khampom School cluster under the

jurisdiction of the Office of Primary Education in Ubon Ratchathani Region 4, both
overall and each aspect were perceived as high, ranking high to low: Accountability,
Rule of Law, Transparency, Participation, Value for Money, and Morality.
2. The expected administrational performance according to Good

Governance Principles of administrators in Mueang Sumrong- Khampom School
